Alfredo Zuloaga Rodríguez
Alfredo has been Of Counsel at the Firm since 2026 and offers his clients strategic legal advice on international economic law, economic administrative law, regulation, antitrust and foreign trade. Specifically, he has represented domestic and international companies, industrial groups, global corporations, and public institutions in complex trade remedy proceedings (antidumping, subsidies, and safeguards), customs regulation, mergers and acquisitions (antitrust), foreign investment, franchising, and cross-border dispute resolution. His professional career spans over three decades, combining private practice, high-level public service, commercial arbitration, and university teaching.
Alfredo is a lawyer, who graduated from the Universidad Católica Andrés Bello in 1986 (Caracas, Venezuela). He completed postgraduate studies in Administrative Law at the Universidad de Roma in 1988 (Rome, Italy) and completed the Advanced Management Program (PAG) at the Instituto de Estudios Superiores de Administración (IESA) in 2022 (Caracas, Venezuela).
In private practice, Alfredo was partner and coordinator of the Public Law and
International Economic Law practice areas at distinguished Venezuelan law firms such as
Torres, Plaz & Araujo (1998–2002), Mata Borjas, Priwin, Ferreras (2003–2009) and
Ferreras, Escala, Vega, Zuloaga & Asoc., continuously serving as an independent legal
advisor and strategic consultant to domestic and international corporations on regulatory
and economic law matters. Likewise, he has served on boards of directors of companies
and institutions, continuously acting as a strategic consultant and legal advisor to
domestic and international corporations on corporate, regulatory, and economic law
matters.
In the public and institutional sector, he served as advisor in International Economic Law
to the Presidential Commissioner for International Economic Affairs during the GATT
Uruguay Round negotiations (1990–1991), General Counsel to the Foreign Trade Institute
and advisor to the Minister (1991–1994), Principal Member of the Antidumping and
Subsidies Commission (1994–1996) and external advisor to the Office of the Attorney
General of the Republic (Procuraduría General de la República). He was part of
Venezuela’s negotiating teams for international trade agreements (G-3, Chile, Central
America, CAN and CARICOM) and coordinated the defense of Venezuelan exports of
cement, steel, aluminum, ferrosilicon, and rice before authorities in the United States,
Mexico, and the Andean Community. Likewise, he has experience in the adaptation and
implementation of import inspection platforms to the foreign exchange control regime.
He has been a professor in the Graduate Program in Commercial Law at the Universidad
Católica Andrés Bello (Caracas, Venezuela), in the Graduate Program in International
Economic Law at the Universidad Central de Venezuela (Caracas, Venezuela) and a visiting
professor in the Master’s Degree in Social Sciences at the Universidad Francisco
Marroquín (Guatemala City, Guatemala).
He is co-author of the book Inteligencia Migratoria: Me quedo o me voy (Ediciones B
Venezuela, 2013) and author of several specialized publications, such as: “Las Medidas
Cautelares en el Arbitraje Venezolano” (in Resolución de Conflictos, Velea, 2004); “El ALCA
y el Regionalismo Abierto” (in Revista Perspectiva, No. 3, 2004); “Los Acuerdos sobre
Salvaguardias y Antidumping de la OMC: Efectos de su Instrumentación sobre la
Legislación Venezolana” (in La OMC como Espacio Normativo, Velea, 2000); “Los
Mecanismos Antidumping y los Precios Depredatorios: ¿Es el Dumping Desleal?” (in Los
Dilemas de la Competencia, Velea, 1999); and “Las Franquicias y el Derecho Antitrust”
(Procompetencia).
Alfredo was an alternate member for Venezuela of the International Court of Arbitration of the International Chamber of Commerce (ICC, 2000–2002) and of the Arbitration Court of the Caracas Chamber of Commerce, as well as of the dispute resolution mechanisms of the G-3 and the Venezuela–Chile Free Trade Agreement. He is a member of the Spanish and Ibero-American Arbitration Club (CEIA). He has been coordinator of the International Trade and Competition Committee of the Venezuelan Chapter of the ICC, member of the Board of Directors of the Venezuelan Council of Entrepreneurs (CEVEU), founding member of the Migration Training Center (Centro de Capacitación Migratoria) and is a member of the Board of Directors of the Center for the Dissemination of Economic Knowledge (CEDICE).
